Lord Balfe has introduced a sneaky Bill in the Lords which if passed would "Make provision to allow European Union citizens who are resident in the United Kingdom to vote in parliamentary elections and to become members of Parliament; and for connected purposes."
Allowing EU citizens to vote may come in very handy for Cameron especially if it happened to be amended to include referendums.
Also at present I can't find any other EU country that allows other EU citizens a vote in general elections. In the UK it could have a huge impact.
Lord Balfe is an interesting chap, until a big argument in 2002 he was a Labour man, made a Peer by David Cameron in 2013. See here.
